Theberge, James
(d. 1988)
   A career diplomat with experience in Latin America, Theberge was appointed by President Ronald Reagan in 1982 to serve as U.S. ambassador to Chile. While there, Theberge was so strongly associated with the military government of General Augusto Pinochet Ugarte that he was widely referred to as the junta’s “fifth man.” In 1986 Ambassador Theberge was replaced by Harry Barnes, who reflected the view, held by the second Reagan administration, that Chile and other South American dictatorships should return to democracy. Barnes, in turn, would become a hated figure of the military dictatorship.
